They were in a protective cocoon so the insecticide could not effect them. Depending on the actual conditions where they are developing it takes around two weeks to go through this stage (they can actually stay in the pupa stage for many months) So the ones that went into the pupa stage two weeks before your treatment probably emerged the last few days where as the ones that went into that stage the day before your treatment may not show up until 2 weeks after the treatment. I suggest vacuum multiple times daily until your sick of your vacuum, the movement / vibration helps to stimulate the ones that are ready to emerge to go ahead and emerge from the cocoon. Assuming your exterminator used a residual product on the floors the sooner they emerge the sooner they get into the product and die, but if they emerge next you or your pest they will hop straight to you never getting into the residual. You can use a fogger but that will only kill the exposed adult fleas, but can give you some relief.
